Hunger Games Districts: What Each District Does in the Films
The Hunger Games districts are the regions of Panem that each must send one boy and one girl to the televised Games, and the films look most closely at District 12, the hidden rebel base of District 13 and the military stronghold of District 2. District 11 (Rue's home), District 6 and the Career tributes appear in smaller but important scenes, in the order the story reaches them.

What Are the Hunger Games Districts?
The districts are the numbered regions of Panem, the nation ruled from the Capitol, and every one of them must send a boy and a girl to the Hunger Games each year. In the films that rule drives everything: the reaping in District 12 puts Katniss Everdeen into the arena, and the districts' growing anger fuels the rebellion in the later films.
The films do not stop for a guided tour of every district, so a full map with each district's industry is really a matter for the books, which the Hunger Games books vs movies guide compares with the screen. What the screen does show is a handful of districts that each earn their place through what happens there. The four main films, from The Hunger Games (2012) to The Hunger Games: Mockingjay Part 2, and the prequel spin-off The Hunger Games: The Ballad of Songbirds and Snakes, return again and again to a few of them.
The districts carry the saga's biggest plot twists, so most of what follows spoils the story, taking District 12, District 13, District 2, District 11, District 6 and the Careers in the order the films reach them. If you are new to the saga, the Hunger Games movies in order guide gives the safest viewing sequence first.
District 12: Where Does Katniss Come From?Spoilers
District 12 is the poor mining district where Katniss Everdeen lives, and it is the district the whole saga is built around. In The Hunger Games (2012), directed by Gary Ross, sixteen year old Katniss hunts illegally to feed her mother and her younger sister Primrose. When Primrose's name is drawn at the reaping, Katniss volunteers, and the baker's son Peeta Mellark is chosen as the male tribute. Their mentor is Haymitch, a drunken past winner.
The district also appears earlier in the story than most viewers realize. In The Hunger Games: The Ballad of Songbirds and Snakes (2023), directed by Francis Lawrence, Lucy Gray Baird is the tribute from District 12 in the 10th Hunger Games, and a young Coriolanus Snow is later exiled to the Districts to serve as a Peacekeeper, which brings him back to her. In The Hunger Games: Catching Fire (2013), the district is where Katniss and Peeta return after winning, where Katniss is the only living female victor and where Gale is publicly whipped for stepping in to protect others. The Capitol then destroys District 12, a fact Gale relays to Katniss once she reaches District 13.
At the end of The Hunger Games: Mockingjay Part 2 (2015), Katniss returns to District 12 with Peeta, who slowly recovers there. In my opinion, that return is the saga's quietest and most deliberate closing image, because the home the Capitol destroyed becomes the place where she rebuilds a life.
District 13: Why Was It So Powerful?Spoilers
District 13 was powerful because the films show it as a hidden underground base with a leader, a plan and a public symbol in Katniss. It is run by President Alma Coin, and Catching Fire reveals it late: Katniss wakes in a hovercraft with Haymitch, Finnick, Beetee and Plutarch Heavensbee, and learns the arena's destruction was part of a planned rescue and that they are heading to District 13, where a full rebellion is organized.
The Hunger Games: Mockingjay Part 1 (2014) then shows how that base works. The rebels have built a society underground, and Coin and Plutarch ask Katniss to become the Mockingjay, the public face of the revolt. She agrees on terms she sets, once she sees Peeta speaking for the Capitol on television. Footage of her visits to damaged districts and a hospital becomes propaganda, and when the Capitol strikes District 13 itself, everyone shelters underground. In Part 2, District 13 even hijacks Snow's own broadcast so Coin can speak.
That being said, its authority is not presented as clean. Coin refuses the promised election and proposes one last Games using Capitol children, and Katniss shoots her at Snow's execution. The district that won the war is shown as capable of becoming the next tyranny.
District 2: The Capitol's Last Military StrongholdSpoilers
District 2 is the Capitol's remaining military stronghold, and the rebels treat taking it as the key step before the final push on the Capitol. At the end of Mockingjay Part 1, Coin announces that the rebels will target District 2 next, and the film stops there.
In Mockingjay Part 2, Coin holds Katniss back until District 2 falls, so Katniss joins the push to rally the rebels there. During that visit a bulletproof outfit saves her when she is shot mid speech. Her unit is then hand picked, with Gale, Finnick and Peeta, and sent to film propaganda near the front.
The lesson of District 2 on screen is about momentum. The rebellion does not simply march on the Capitol. It needs to remove the Capitol's last strong military base first, and the film shows that campaign as a step by step war rather than a single battle. For a viewer tracking where each district sits in the conflict, District 2 is the hinge between the Part 1 rebellion in the districts and the Part 2 fight for the Capitol itself.
District 11: What Happens After Rue Dies?Spoilers
District 11, Rue's home district, shows how quickly the districts react to the Games when a death touches them. In The Hunger Games (2012), the young tribute Rue forms an alliance with Katniss, and the two plan to destroy the supplies of the stronger group, the Careers. Rue is killed, and Katniss mourns her with flowers, which sparks unrest in her home district.
That sequence matters for chronology and cause. It is the first sign in the films that a single televised gesture can move a whole district, and it is the seed of what Snow later describes to Katniss in Catching Fire, when he tells her that her defiance has inspired uprisings. The Victory Tour he forces on her and Peeta is meant to calm the districts. It backfires and the districts grow more restless.
As a reference point for the saga, District 11 is a useful reminder that the rebellion began in the audience before it began with an army. The Capitol made the Games a spectacle for everyone, and a single mourning scene turned that spectacle against it.
District 6 and the Quarter Quell VictorsSpoilers
District 6 appears through a victor rather than a place, and that victor shows how the Quarter Quell put the districts' champions back in danger. In Catching Fire, the 75th Games draws its tributes from the pool of past victors, so the arena is full of people who have already survived once.
In the arena, the District 6 victor is killed shielding Peeta from mutated mandrills. It is a small scene, but it shows a fellow victor giving up their life to protect Peeta. The Quarter Quell as a whole gathers victors from several districts, from District 12's Katniss and Peeta to the allies they join, including Finnick, Mags, Beetee, Wiress and Johanna.
For a viewer keeping track of who comes from where, the Quarter Quell is the one film moment that puts many districts in the same arena. It is also the moment the Capitol's plans unravel, since the arena's destruction is part of the rebels' plan.
Who Are the Careers, and Why Do Some Districts Produce Them?Spoilers
The Careers are the stronger group of tributes in the arena, and the films treat that strength as an advantage rather than a district by district rule. In The Hunger Games (2012), Cato is the last of the Careers, and he hunts Katniss and Peeta until he is killed after a final struggle. In Catching Fire, Career tributes ambush the group and kill Wiress.
Fans often ask why Districts 1, 2 and 4 are linked with Careers while District 3 is not. The films never stop to explain why some districts produce Careers and others do not, so the district by district answer sits with the books. What the films do show is how that strength shapes the Games: Katniss and Rue plan to destroy the Careers' supplies, and the double suicide threat with the berries only works because the Capitol needs a winner.
If you are comparing the films with the books on this point, the Hunger Games characters guide covers the tributes by name.
Which District Matters Most? A Timeline ReadingSpoilers
In my opinion, District 12 matters most to the emotion of the saga and District 13 matters most to its politics, and it could be argued that the films are really about the distance between the two. Following the Hunger Games timeline, the story begins with the 10th Games in The Ballad of Songbirds and Snakes, where Lucy Gray Baird is the tribute from District 12, and Coriolanus Snow is sent to serve as a Peacekeeper in the Districts after his cheating comes to light, where he meets her again in District 12.
The 74th Games, in The Hunger Games (2012), then make District 12 the home of the saga's hero. Catching Fire and Mockingjay Part 1 widen the lens: first to the districts that grow restless on the Victory Tour, then to District 13, where the rebels build their society underground. By Mockingjay Part 2, District 2 is the military hinge and the Capitol is the final target.
Paradoxically, the district that ends the Capitol's rule is also the one that threatens to repeat it, since Coin refuses the promised election. Perhaps that is why the story ends in District 12 rather than in the Capitol or in District 13. If you want the next step, the Hunger Games movies ranked page gives my verdicts on which film handles its districts best, and Sunrise on the Reaping is the next film, with a US release set for November 20, 2026.

FAQs
What are the 13 districts?
The films dwell on District 12, District 13, District 2, District 11, which is Rue's home, and District 6. The films never present a full list of districts with their industries, so that detail comes from the books, and the other districts appear on screen mostly through their tributes.
Why are districts 1, 2, and 4 careers but not 3?
The films present the Careers as the stronger group of tributes in the arena, with Cato as the clearest example in The Hunger Games (2012), but they never stop to explain why Districts 1, 2 and 4 would produce Careers and District 3 would not. The reasons by district are a matter for the books.
Why was District 13 so powerful?
The films show District 13 as a hidden underground base with a leader, President Coin, a plan and a public symbol in Katniss. In Mockingjay Part 1 it survives a Capitol strike by sheltering underground, and in Part 2 it hijacks Snow's broadcast. The films also show its power turning dangerous when Coin refuses the promised election.
Are there 12 or 13 districts in the Hunger Games?
The films never state a total. They show the Capitol forcing every district to send one boy and one girl to the Games, and they reveal District 13 in Catching Fire as the hidden underground base where a full rebellion is organized.
Was there always a District 13 in Hunger Games?
The films reveal District 13 in Catching Fire, when Katniss learns the rebellion is organized there, and show it in detail in Mockingjay Part 1. Its earlier history is a matter for the books. The prequel spin-off The Ballad of Songbirds and Snakes is set about ten years after the First Rebellion.
Why is District 1 so rich?
The films give no close tour of District 1 and do not describe its economy, so the answer sits with the books.
