Officials on the mainland refuse to act as the volcano on Isla Nublar wakes, so Claire joins the private rescue funded through Eli Mills, who speaks for Benjamin Lockwood. She brings in Owen to find Blue. The team does locate the raptor, but the mercenaries on the payroll turn on them, shoot Blue and abandon Owen and Claire to the eruption.
Owen, Claire and Franklin get away by slipping aboard the cargo ship loaded with captured animals, and Zia saves Blue with a transfusion. The ship docks in California and the cargo is moved into the Lockwood estate. Below the house, Claire and Owen discover that Mills is running a secret auction, with the Indoraptor as the star lot. Mills kills Lockwood. The film also reveals that Maisie, the girl who lives in the house, is a clone of Lockwood's late daughter.
When the auction goes wrong, the Indoraptor breaks loose, kills buyers and guards, and then stalks Owen, Claire and Maisie across the rooftops and bedrooms, which swaps the open jungle of earlier films for tight corridors. Blue attacks the hybrid and it falls to its death on a skull display. With poisonous gas creeping into the holding area, Maisie decides to release the trapped dinosaurs. They pour out into the wild, and the Tyrannosaurus kills Mills.

In my opinion, the key moment is Maisie opening the doors while the poisonous gas fills the holding area, because it turns the ending from a disaster into a choice. Earlier films in the saga end with survivors fleeing an island. Here a young character, herself a clone and therefore a product of the same science, decides the animals should live. It could be argued that this is the moment the series shifts from escaping dinosaurs to living alongside them.
The Indoraptor's death supports that reading. It is the second engineered hybrid in the Jurassic World films after the Indominus rex of jurassic world 2015, and Blue ends it by fighting it until it dies on a skull display. The raptor Owen once trained beats the lab creation, which fits the film's argument that these dinosaurs are living animals rather than products.
