Who Is Felicity Shagwell in Austin Powers?
Felicity Shagwell is a CIA agent who works alongside Austin Powers in 1969 in the second film of the saga, Austin Powers: The Spy Who Shagged Me (1999). Heather Graham plays her, and she goes by Felicity Shagwell throughout, with no disguises or alternate names.
The film sends Austin back in time after Dr. Evil steals his mojo, the source of his charm and drive. Felicity is the agent he partners with once he lands in 1969. She is not a sidekick who waits to be rescued for the whole film (she does get one rescue late on), and she works as a full partner on the trail of the stolen mojo.
Who is she based on? Neither the studio nor the trade press has ever named a real person or a character from another film as her model. The series as a whole parodies the spy genre, and the Bond parody connection is a point about the saga, not a claim about her.
If you are looking for the wider cast around her, the full list sits on the Austin Powers cast page, and the other leads are profiled on the Austin Powers characters index.

Felicity Shagwell's Story Arc in The Spy Who Shagged MeSpoilers
Felicity's story plays out across a single film, and it begins the moment Austin lands in 1969 after chasing Dr. Evil out of 1999. As a CIA agent she becomes his guide and partner, and the two of them track the stolen mojo all the way to a villain's base on the Moon.
The climax is where she has the most at stake. Austin gets past Mini-Me, the pint sized clone Dr. Evil picked up earlier, and then confronts Dr. Evil himself, who has sealed Felicity inside a chamber that is slowly filling with poison gas. Austin answers with the time machine, jumping ten minutes into the past, and that gets her out and ends the scheme.
When Dr. Evil starts the countdown to blow up the base, he flings the mojo into the air on his way out, and Austin misses it. The mojo is destroyed, but Felicity is the one who points out that he never lost it. She and Austin then travel back to 1999 together.
In short, she begins as the agent assigned to a missing person's problem and ends as the one who solves his confidence problem.
Who Are Felicity Shagwell's Allies and Enemies?
Felicity's most important relationship is with Austin Powers, the hero of the saga and the character Mike Myers plays in all three films. She meets him in 1969 as his partner, and the film ends with the two of them returning to 1999 together.
Her link to Vanessa Kensington is a matter of timing. Vanessa, played by Elizabeth Hurley, is Austin's wife at the start of the film, but Austin learns she is a fembot built by Dr. Evil, and she self-destructs. Felicity enters the story after that shock, so she never has to compete with a living rival.
On the villain side, Dr. Evil is the one who puts her in danger, trapping her in the poison gas chamber on the Moon base. Mini-Me, the clone billed third in the cast, is the henchman Austin has to beat on the way to that confrontation. Fat Bastard makes one last failed attempt on Austin after the pair are back in 1999.
The CIA is the agency she works for throughout the film, and it is the only institution tied to her.
What Happened to Felicity Shagwell? Why Is She Not in Austin Powers 3?Spoilers
Felicity survives the Moon base plot at the end of The Spy Who Shagged Me and returns to 1999 with Austin, even after Dr. Evil starts the self-destruct countdown. That is her last appearance in the saga, and the film leaves her alive and on good terms with him.
She does not appear in Austin Powers in Goldmember (2002), the third film. Heather Graham is not among its top billed cast, and its plot centers on Austin's search for his father Nigel and his partnership with Foxxy Cleopatra in 1975. Foxxy is described there as a former flame of Austin, and in practice she takes the female lead role Felicity held in the second film.
Why is Felicity missing? Nobody has published a reason. No studio statement or trade report on these films explains the absence, so any specific explanation would be guesswork.
The next film, Austin Powers 4, is in development, with no announced cast, director, date or studio, so her future is unknown. For the full release sequence, see the Austin Powers movies in order guide.
Best Felicity Shagwell Moments
In my opinion, the best Felicity moment is the poison gas rescue, because it shows how the film handles its time travel. The danger is real, the fix is a ten minute jump back, and Felicity ends up saved without the plot needing a long explanation. As set pieces go, it is small and quick, but it gives her a stake in the climax rather than leaving her as scenery.
My second pick is the quiet scene after the mojo is destroyed. Austin fails to catch it as Dr. Evil tosses it away, and Felicity is the one who tells him he never lost his mojo. It could be argued that this is the warmest beat in a very silly film, and it lands because it comes from the partner who has watched him work.
I would also point to her place in the cast as a measure of the role. Heather Graham is billed second, ahead of Verne Troyer as Mini-Me and Michael York as Basil Exposition, so the film treats her as the co lead of the 1969 half of the story.
If you want to see how she compares with the other partners, start with the Austin Powers movies ranked page. If you are new to the series, watch the first film before this one, because the opening of The Spy Who Shagged Me depends on what happens to Vanessa in the earlier story.
